摘　　要：病险水库除险加固工程项目法人不健全、不规范,将导致项目实施控制不力,带来施工生产和运行管理的许多弊病。完善病险水库除险加固项目法人制度,是做好病险水库除险加固工作的关键环节。通过分析病险水库除险加固工程项目法人组建及运行中存在的问题,阐述了项目法人在病险水库除险加固工程中应履行的主要任务,包括完善法人内部机构,提高法人业务水平,做好招投标的组织管理工作,落实监理责任制,合同管理制,以及工程建设前期工作、财务管理、质量管理、验收管理和应急度汛管理等10项。Due to the lacking of project legal person and strict regulation in the strengthening of defective reservoir, it causes many problems in the construction and operation and maintenance of the project. Therefore to set up legal person system is crucial for the project implementation. Base on analysis of issues, main tasks of legal person in the project of strengthening of defective reservoir are discussed, including improving internal organizational structure, capacity building, applying bidding and tendering of civil works and electrical equipment, project supervision, contracting, early stage preparation, financial management, quality control, check and acceptance and emergency flood management.
