摘　　要：黄河防洪工程险情处理系统以工程险情处理为核心,详细记录工程抢险过程中的主要活动和各种文档数据,自动纳入数据库管理;实现工程出险部位断面图的自动绘制、抢护方量的自动计算,并根据险情类别和计算方量套用有关定额,自动生成抢险所需的工、料数量和抢险投资,生成抢险计划表及有关表格和文电;实现报表文档的审批流程;实现险情处理结果的自动统计和各种定额数据的查询等功能。该险情处理系统采用基于Web的浏览器用户界面;系统实现集中管理和维护,运行可靠,管理方便。系统整体功能完善,各模块之间可无缝连接,运行安全、稳定可靠。Disaster-relief system of Yellow River Flood Control Project centralizes on handing of emergency incident by recording main activities and varied information and data during the process of emergency treatment, and then including them into the database automatically, so as to realize automatic drawing of accidental cross-section as well as calculation of working load, labor/days, materials and investment needed for emergency treatment. The plans, tables and telegrams can be automatically generated in line with the type of incident and quota used for quantity calculation. It also realizes the approval procedure of tables and files, automatic statistics of incidental treatment result and inquiry of varied quotas and data. The system adopts the user interface browsers based on Web. The centralized management and maintenance of the system provides reliable operation and convenient of management. Moreover, the system has complete functions. Each module can be linked closely and operate safely.
