摘　　要：阐述了水资源规划中可持续发展的原则、应解决的问题；提出了用水资源承载能力来量化水资源对国民经济的支撑能力，并指出节水是解决水资源问题的最终出路，也是实现水资源开发可持续发展的有效途径．This paper describes the principles and problems of sustainable development in water resourcs planning,put forwards a proposal that the bearing capacity of water resources should be used as an index to analyse the capacity of water resources in supporting the national econamy, and water-saving will be the effective way to solve water crisis and to realize the target of the sustainable development of water resources
