参与性方法在扶贫开发规划项目建设中的应用研究

摘　　要：贫困是世界性的一大难题。规划采用了国际上通用的参与性扶贫规划方法,以便使规划更符合农牧区的实际,更能广泛地调动群众积极性,变被动扶贫为主动扶贫,变输血扶贫为造血扶贫,更能收到良好的经济、社会、生态与扶贫效益。提出了围绕着解决贫困人口的温饱问题,应以农牧民脱贫增收为目标,努力增强自身的造血机能,培育新的经济增长点,坚持扶贫开发同贫困地区产业发展、区域经济发展、生态环境建设相结合的可持续发展理念。Poverty is a worldwide problem and Qinghai also has met many difficulties in this area. At the beginning of the new century, Qinghai Province applied the participatory approaches in Aid - the - Rural - Poor Program. This has greatly kindled the enthusiasm of local people, and has resulted in a better effect ever since before, but there are also many troublesome knot existing, such as the construction and distribution of planning project. Both sides of the situation are studied, and a few useful suggestions and resolve schemes are provided. Based on this, sustainable development of economics and society as well as ecology even in the poorest area is expected.
