摘　　要：新农村建设的关键在于使制度的激励正确,而激励正确则在于社会激励结构的设计。激励结构的设计要求制度安排要有利于充分发挥各类新农村运动建设主体的积极性和创造性,使得各类主体朝着更加注重内化的能力建设方向努力;同时,使各类先进生产要素流向农村地区,支持农村地区经济发展,为新农村建设提供正确的导向。新农村建设中激励结构的新设计包括:(一)以小农社会化的新农村发展观引导社会激励结构的新设计;(二)突破城市优先发展倾向,探索城乡互促的激励机制;(三)健全和完善经济发展各主体之间利益均衡和激励相容的社会激励结构;(四)实行以技术创新为导向的工农互动、城乡互促的发展战略;(五)把以城市利益为导向的工业化路线改为城乡联动的工业化路线。The crux of new countryside-construction lies in causes system＇s drive to be correct, but drove correctly, then lies in the society to drive the structure the design. On the other hand, by the small farmer socialization＇s new countryside development concept guidance society drove that the structure the new design, breaks through the city to give priority to the tendency, explores incentive mechanism which the city and countryl side presses mutually, perfect and between perfect economic development various main bodies the benefit is balanced and the drive accommodating society drives the structure. Implements by the technological inno- ration the developmental strategy which for the guidance worker and peasant interaction, the city and cou- ntryside presses mutually.
