摘　　要：对水库移民系统的构成要素和要素关系进行了讨论,阐述耗散结构与熵变理论,在分析水库移民系统耗散结构形成条件的基础上构建了系统有序化熵变模型。从国家对移民补偿、安置和扶持政策的变迁和展望角度对我国水库移民系统有序化进程中的4个发展阶段进行了研究。A brief introduction is given to the dissipative structure and entropy exchange theory, and the components of the reservoir resettlement system and the relationships between different factors are discussed. Then, an orderly entropy exchange model for reservoir resettlement is established based on the analysis of the formation conditions of the dissipative structure. Finally, the four development stages in the ordering process of reservoir resettlement are studied in terms of resettlement compensation, placement and support policies.
