摘　　要：提出侧重于编辑初审和审稿专家二审的双审稿单设计建议,一方面帮助编辑初审和审稿专家初审和二审,一方面利于编辑和审稿专家表达审稿意见,进而发挥各自专业优势,实现优势互补,并为主编终审提供参考,实现对稿件的科学合理评价.It is intended to emphasize the combination of the evaluation reports both from the editor’s initial evaluation and the reviewer’s. The combination, on one hand, guides the editor and the reviewers in their work separately; on the other hand it is helpful for them to show the editorial and scholar opinions from their different aspects. Meanwhile the editors and reviewers can take advantage of their professions and have the complementary benefits so that they will provide an overall and more professional commentary for the editor in chief to form the scientific evaluation on the manuscript.
