摘　　要：随着社会主义市场经济体制的逐步确立,政府职能在简政放权过程中,加大宏观调控力度,从单一的行政行为,发展为行政、经济、法律行为并用,在社会生活中发挥着重要作用。行业管理作为政府职能的具体体现,必然得到不断的强化,并逐渐走向规范化、法制化、程序化的轨道。 所谓行业管理,指的是已超出了一个单位的范畴,而涵盖全行业(全系统)范围的管理职能。In practice of health management,governmental management and self management in health field do not function as they should and need to be smoothed and perfected. At present, to sive full play and function to souernmental management, it's necessary to make full use of health resources equally, to carry out medical law seriously, to set good order for competitive medical institutes, to set up organizations, to darify duties, to specify functions, to improve external environment and form into system for soonest practice.
