摘　　要：以广州市人防办平战结合管理中心的实际管理业务为模型,采用GIS技术、WEB技术和数据库技术,设计了基于GIS的平战结合管理信息系统,以实现平战结合管理工作的数字化,降低人工操作的工作量和复杂程度,提高人防平战结合管理工作的效率。Applying the practical management service of the management center for both peacetime and wartime of civil air defense in Guangzhou as its model, the paper designs the GIS management information system for both peacetime and wartime by applying the GIS technology, WEB technology and database technology in order to achieve the digitalization of the management service for both peacetime and wartime, to reduce the workload and the complexity of man＇ s operation and to improve the efficiency of the management service of the civil air defense for both peacetime and wartime.
