摘 要:从南水北调工程实行两部制水价的必要性出发,对南水北调工程实行两部制水价的政策依据、水价结构和实施模式等问题进行了分析,提出了解决思路:①应遵循《城市供水价格管理办法》和《水利工程供水价格管理办法》中有关两部制水价制度的基本内涵和共同原则,结合南水北调工程特点,制定能够有效地补偿工程成本,保证工程良性运行,兼顾供需双方利益的两部制水价;②在确定水价结构时必须综合考虑满足工程基本运行维护以及归还贷款本息两个因素;③基本水费不必再与设计水量之外的其他水量(如基本水量)挂钩。Based on the necessity of the implementation of 2-part system water price in South-to-North Water Transfer Project, the corresponding policy basis, water price structure and execution modes, etc. were analyzed. Some countermeasures were put forward: 1) to establish 2-part system water price that can effectively compensate the engineering cost, ensure the satisfactory operation of projects and take into account the supplying and demanding parties′ benefits complying with the basic content and the common principles of 2-part system water price formulated by 'Management measures of water supply price for cities and towns' and 'Management measures of water supply price for water projects' and considering the characteristics of South-to-North Water Transfer Project; 2) to comprehensively consider two factors, that is, basic operation and maintenance of projects and repayment of bank loans (principal and interest) when determining the water price structure; 3) the basic water fee doesn′t need to relate with other water items except the design water item.
