摘 要:对大隆水利枢纽工程建设中建立的生态补偿机制进行了研究:该机制对为改善库区及其周边生态环境做出奉献的人予以关心和补偿,受损农民生态补偿标准主要以当地国民经济和社会发展人均水平为依据,再根据实际情况做出适当的调整,对受损者做出相应的用地、建房、现金等补偿。研究结果表明,通过生态补偿机制的运作,有效地保护了大隆水库库区及其周边生态环境,也使得该工程成为海南省的环境保护示范工程和海南省青少年环境保护教育基地。The ecological compensation mechanism established during the construction of Dalong Water Control Project was introduced and analyzed. Its essence was to care for and compensate the people who were devoted to the improvement of ecological environment of the reservoir area and the surrounding areas. The affected farmers' ecological compensation standard should be based on the mean level of local national economy and social development, and the proper adjustment should be made according to the actual conditions. The corresponding compensation such as land use, house building and cash, etc. should be supplied. Through the operation of ecological compensation mechanism, the ecological environment of Dalong Reservoir area and the surrounding areas was effectively protected, and accordingly, it became the exemplary project of environmental protection and the education base of environmental protection for teenagers in Hainan Province.
