摘 要:回顾了25年来我国《制浆造纸工业水污染物排放标准》6次修订历程,分析了刚刚颁布的新标准(GB3544-2008)中新增的5项指标,指出新标准较旧标准污染排放减量80%,即新标准容许的污染排放量仅为旧标准的1/4,新标准较旧标准减排力度极大。预测依靠现有设施和技术,大部分企业排放水将难以达标。为了使我国造纸行业排放水尽快达到新标准要求,大力发展新的废水处理技术已是当务之急。呼吁政府和企业应加大技术开发的资金投入和人力物力的投入,尽快在高效低能造纸废水处理技术上赢得突破。This paper reviews the history of six revisions of the Discharge Standard of water pollutants for Pulp and Paper Industry for 25 years and analysis the 5 newly added indexes of the new standard (GB3544-2008), it also points that the discharge of waste pollutants will reduce 80% that means the task of pollution reduction is much greater than the old one. It is predicted that it will be hard to reach standard for the most enterprises depending on existing facilities and technology. In order to meet discharge requirement of new standard for China's paper industry, largely developing advanced technology of waster water treatment has become urgent. This paper appeals government and enterprises to increase the input of capital and human and material resources in the technology development and hopes to make breakthrough in high-efficiency, low-energy consumption pulp and paper wastewater treatment technology as soon as possible.
