江苏省城市用地效益水平综合测度及障碍诊断

摘　　要：采用多指标综合评价法,对江苏省13个市2004年城市土地利用效益水平进行了综合评价和障碍度诊断。结果表明,江苏省城市土地利用效益整体水平较低,区域差异显著,经济因素是影响城市土地利用效益水平的主导障碍,城市土地集约利用水平亟待提高,区域经济障碍因子各具特色。因此,在大力发展城市经济的基础上提出了统筹区域经济发展、科学规划与管理、提高城市土地的利用率和产出率、重视城市环境建设等政策建议。The efficiency of urban land use was an important index of the utilization level for urban land.With comprehensive assessment method of multiple indexes,the comprehensive evaluation and obstacle degree diagnosis on utilization level for urban land for 13 cities in Jiangsu Province in 2004 were performed.The results showed that the whole level of efficiency of urban land use was lower with significant regional difference in Jiangsu,the economic factor was dominant obstacle of effecting utilization level for urban land,the intensive use level of urban land should be enhanced urgently,and each obstacle factor of regional economy had its features and specialties.Therefore,the policies and suggestions were put forward in the aspects of overall planning on regional economic development,scientific programming and management,raising the ratio of utilization and output of urban land,and paying attention to the urban environmental construction on the basis of developing urban economy powerfully.
