摘　　要：我国粮食生产自2004年至2007年已连续4年增产,国内粮食供给相对充裕。但与此同时,粮食市场却波浪迭起、涨风不断。宏观调控措施似乎也难迅速奏效。除了国际粮食市场涨风波及等因素外,一个重要的原因是政府对粮食市场宏观调控目标的公益性与粮食零售市场受控载体营利性的矛盾。Between 2004 and 2007, the grain output has been improving for 4 years consecutively. The domestic supply is relatively ample, meanwhile the grain markets witnessed a lot of twist, turns and continuous appreciation. Macro- regulation measures are hardly effective instantly. One important reason is the contradiction between public welfare objective of government ＇ s macro - regulation and profitability of the grain market under the appreciation of the international grain price.
