湖北省不同地区森林生态资源经济价值量研究

摘　　要：在比较分析湖北不同地区经济发展水平基础上，对其森林生态资源经济价值进行了研究，结果表明：森林生态资源价值受社会经济发展水平的影响，地区经济越发达，其资源价值越高；湖北不同地区森林生态资源价值相差较大，每公顷资源经济价值量从1000元到18000元不等，资源价值年增长量最大相差10倍以上；湖北森林生态资源分为3种价值类型：Ⅰ类为高价值区，每公顷资源价值量达8000元以上，Ⅱ类为一般价值区，为2500-8000元，Ⅲ类为低价值区，每公顷资源价值量在2500元以下，不同经济价值类型区应采取不同的资源保护和发展对策；森林生态资源的发展严重滞后于社会经济发展速度，增加投入使资源再生产与社会经济发展协调一致有重要意义；森林生态资源年增长量是其价值补偿的重要依据，Ⅰ类经济价值区每公顷不能低于375元，最高可达900元以上，Ⅱ类地区在150-375元之间，Ⅲ类地区可按150元以下标准进行补偿。Based on analyzing the different areas economic development level in H ubei Province,this paper studied the economic value of forest ecological resources, the results showed that the economic val- ue of forest ecological resources were influenced by the society economic development level, the more developed, the more high value in different areas. There was a great deal of difference on the value in Hubei Province, the highest was more than 18 thousand yuan RMB per hecta, but the lowest was just one thou-sand. There were three types of economic value of forest ecological resources, type Ⅰ was the high value areas,whose value was more than 8 thousand yuan per hecta;type Ⅱ was the common areas,whose value was between 2.5 and 8.0 thousand yuan,type Ⅲ was low value areas,whose value was below 2.5 thou-sand yuan. Different measures and strategy should be adopted for different areas in protecting and devel- oping the resources. The rate of forest ecological resources was far behind the society economy development. Increasing the investment was a necessary method for the reproduction of resources to develop in high speed with the development of economic harmony society,which was of momentous current significance and far reaching historical significance. The annual increasing amount of the value was the important base of compensation standard. The compensation standard for one hecta was between 375 to 900 yuan for type Ⅰ and between 150 to 375 yuan for type Ⅱ and was below 150 yuan for type Ⅲ.
