摘　　要：构建产业集群是振兴黑龙江省装备制造业的有效途径,但黑龙江省缺乏具有竞争力的企业集群。为此,应推动制度创新;加大对装备制造业的产业组织创新;促进中小企业发展;大力发展黑龙江省中小制造业;加大对装备制造产业区的布局规划。Building enterprise group is an effective way to develop Heilongjiang provincial equipment production industry, but it is lack of competitive power. In order to develop, we should renew the policy; widen the industry group creation; improve middle and small enterprise develop; strengthen the arrangement plan.
