摘　　要：近年来,我国在电信网络建设飞速发展和电信用户迅速增长的同时,电信服务却显得相对滞后。由于体制上的缺陷和法律上的漏洞使得电信消费者的权益常常得不到有效的保护,而这对电信业的发展非常不利。加强对电信消费者的保护,应当成为我国电信立法中必须予以重视的一个问题。In contrast to the rapid development in telecommunication＇s network construction and increase of user in our country, the service in the field is relatively lagging behind. Consumers＇ rights cannot be effectively protected due to the defects of mechanisms and law, which is not necessarily good to the develop- ment of the industry of telecommunication. It should be emphasized to strengthen the protection of consumers in the legislation in our country.
