摘　　要：介绍了首都医科大学政府采购工作中面对复杂的市场经济环境，如何解析政府采购精神，如何规范采购行为，如何提高执行效率促进廉政建设的运行方案。该运行方案在北京市市属、市管高校政府采购和资产管理工作研讨会上作了会议交流，得到了高校同行的一致认可。This article introduces our university＇s government procurement operation plan in the complicated market economy environment, which is mainly focused on the measures of analyzing government procurement spirits, stand- ardizing purchase actions, improving implementation efficiency and accelerating the construction of the incorruptible government. This operation plan was exchanged and recognized by peers of other universities in the seminar of Beijing Municipal Universities Government Procurement and Assets Management.
