四川天保工程与森林生态效益补偿的对比分析

摘　　要：本文以现有政策为依据,研究了四川天保工程与可望实施的森林生态效益补偿的关系,得出结论:在现有政策框架下,森林生态效益补偿代替不了天保工程;集体和个体林生态效益补偿不宜代替天保工程的森林管护;国有林区森林生态效益补偿不能无条件与天保工程的森林管护并轨;公益林的营造和抚育应继续由天保工程实施。In this paper, based on the existing policy, researches are conducted tween the Natural Forest Protection Program（NFPP） in Sichuan and the possibl on the relationships bee implementation of cornpensation for the forest ecological benefits. The results have shown that in the existing policy framework, the compensation for forest eco-benefits can not take the place of of the NFPP; collective and individual forest ecology compensation is not be suitable for the replacement of the forest management of the NFPP; state-owned forest ecological compensation can not be unconditionally integrated into the forest management of the NFPP, and the forestation and management of public forest should continue to be implemented according to the NFPP.
