摘　　要：在水电开发建设中,移民安置问题是我国目前和将来水电开发面临的最为重大的问题。以国务院第471号令为契机,转变思想认识,用"大水库"观念指导水库专业的建设与管理,对我国水电开发事业的可持续发展具有重要的意义。In the course of hydropower development, resident relocation is the most important problem to be confronted when developing hydropower at present and in the future. We should change our emotional recognition and direct the building and management of reservoir specialty with ＂large reservoir＂ conception by taking the chance of the 47 lth document released by State Council, this would have magnificent meaning to the sustainable development of hydropower development.
