论石油工业发展中的适度外债规模

摘　　要：石油工业利用外资的目的就是通过对外举债来弥补勘探开发建设资金不足，解决引进技术、进口物资设备所需外汇，促进石油工业持续稳定发展。外债规模适度与否，直接关系到石油工业发展的质与量，我们必须充分考虑各种影响因素，合理确定外债结构，使之与自身偿还能力和消化能力相适应；同时，要充分发挥外债使用效益，还必须充分考虑到可能的外债风险因素，通过各种金融手段来加以防范。Utilizing foreign investment in our petroleum enterprises for the purpose to make a lack of fund for exploring and developing petroleum and provide foreign exchange needed for importing advaneed technology and material and equipment, conducive to continuous and stable proceeding of our petroleum industry. An appropriate scale of raising a loan from abroad plays a decisive role in determing both the quality and quantity of petroleum industry development.So various factors affecting the scale of loan must be accounted. The factors involve proper establishing the structure of foreign debt to match with our paying ability, anticipating potential benift and its possible risk that can be avoided using monetary police instrument.
