基于动态开放的土地利用总体规划修编模式研究

摘　　要：土地利用总体规划是统筹城乡建设、土地管理的纲领性文件,对地区经济社会发展起着关键的作用。以鹤壁市土地利用总体规划修编为例,在评价上一轮土地利用总体规划实施效果和存在问题基础上,提出了基于土地用途分区弹性管制、规划指标刚性和弹性控制互补的动态开放规划修编模式,对土地用途分区弹性管制方法与机制、规划指标刚性和弹性控制互补机制、动态规划方案等进行了研究与设计,指出了实施该规划模式应注意的问题,并将该规划思路应用于实践之中,以指导新一轮土地利用总体规划修编工作。The overall land use planning is a programmatic document for the overall planning of urban and rural construction and land management and it plays a key role in the regional economic and social development. Taking the overall land use planning of Hebi City for an example, based on evaluating the implementation effect and the existing problems in the latestround of overall land use planning, a dynamic opening planning revision model on the basis of the elastic control of land use zoning, the mutual complementarity of rigid and elastic control of the planning indices was put forward. The elastic control methods and mechanism of land use zoning, the complementary mechanism of rigid and elastic control of the planning indices, the dynamic planning mechanism and so on were studied and designed. Some problems needing attention in the implementation of the planning model were put forward. And the planning thought should be applied in the practice in order to guide the new-ground of revision work of the overall land use planning.
