摘　　要：本文对新疆从传统的"两高一低"型经济向"两低一高"的生态型经济转化应当采取的具体政策进行了分析,分别从纲领性政策、核心政策与其他配套性政策三个方面及三者的有机结合方面提出了一些自己的观点。This paper focuses on the analysis of specific policies about turning from traditional economy into ecological economy in Xinjiang and puts forward views from the perspective of programmatic policies, core policies and other related policies. Finally, it combines the three organically to construct a policy system of developing a harmonious Xinjiang.
