摘　　要：21世纪的世界竞争是综合国力的竞争,要在竞争中取胜,我们必须大力发展教育事业,在高校建立和形成有效的激励约束机制,充分调动教职员工和学生的积极性与创造性,多出高质量的科研成果、提供优良的社会服务,为社会经济建设培养高水平人才。： The international competition of the 21^st century is dominated by comprehensive national strength. To win this fierce competition, we must enhance the development of education so as to establish incentive systems in tertiary schools, sustain the enthusiasm and creativity of both teachers and students, make more high quality research achievements, provide better social services and train more talents for the development of society and national economy.
