浅论抗震救灾医疗卫生救援前线协调保障工作

摘　　要："5.12"汶川特大地震发生后,广东省卫生厅率先在成都组建省级医疗卫生救援前线协调组。在通讯、交通、电力中断的恶劣环境中,前线协调组做好了前方队伍的物资供应和后勤补给保障工作,确保了物资供应和后勤补给及时到位,切实做好组织协调、信息采集报送等工作,使广东省援川抗震救灾卫生防疫队能自带工作用车、大型消毒杀虫设备、药品和后勤保障物资,及时、有效地开展灾后卫生防疫工作,最大限度地减少灾区负担。在应付未来的自然灾害医疗卫生救援中,应建立健全灾难后医疗卫生救援后勤保障机制,明确前线协调机构的定位与授权,以便更有效组织协调不同专业、不同地区的医疗卫生应急队伍。A coordination team for response and relief of health sector of Guangdong Province was set up immediately in Chengdu by the Health Department of Guangdong Province after the earthquake struck Wenchuan, Sichuan Province on 12th May 2008. Despite of disconnection of communication, transportation and electric power, the coordination team made all - out efforts for the logistic material supply and replenishment for the response and relief team of health sector. The coordination team supplied the logistic materials for the response and relief team in time, acted as an organizer, coordinator, the information collector and distributor successfully, guaranteeing the self - provided work vehicles, large equipments and sufficient drugs for disinfection and vector control, logistic materials for the response and relief team of health sector from Guangdong Province, ensuring that the assignation can be carried out as quickly and efficiently as possible, and reducing the burden of the earthquake - stricken region to the maximum extend. The logistic guarantee mechanism for the response and relief of the health sector for responding of any disasters should be improved. The role and authorization of the coordination team should be made clear in order that the response and relief team consisting of health staff from various fields and diverse districts could be organized and coordinated effectively.
