摘　　要：人力资本存量的测算是经济增长分析的关键所在,但迄今仍没有令人满意的测算成果,究其原因,在于人力资本核算工作的严重滞后。针对国内外人力资本核算研究的起源、进展和实践进行归纳和评价,指出目前人力资本核算研究中存在的主要问题在于没有考虑人力资本折旧及其价格问题,而造成这一问题的关键在于数据条件的约束。为解决这一问题,应调整现有人口抽样调查表中的有关人口流动和死亡的调查项目,为人力资本折旧和重估价的估算提供基础数据。同时在国民经济核算账户中,对现存的有关个人、政府和机构的消费支出项目进行更为详细的功能分类,以获得相应的人力资本投资的支出费用数据。Human capital measure is where the shoe pinches of growth research, but it is still no satisfied harvest, the reason is the lag of human capital aecounting. We review its origins, progresses, and practices, and indicate the problem which caused in the studies human capital aecounting maybe the neglect of depreciation and price variation. To overcome the problem it need to adjust the items of relate to death and migration in survey of population check, and detailed classified the consumers of individual, government, and institutions by function to obtain the data about human capital investment in SNA.
