摘　　要：文章从和谐度的角度,研究城市防洪系统与社会经济系统之间的关系,建立了防洪、社会、经济系统的评价指标体系,构建了和谐度模型。计算并评价了鞍山1979—2003年各系统间的和谐度,并为防洪系统与社会经济系统和谐发展提出建议。Harmony degree of urban flood control system and society-economy system is studied in term of harmoniousness, and a set of appraisal index system about the urban flood control system ,the social system and the economics system is established. Subsequently, it puts forward a model about the harmoniousness degree, then it calculates and appraises the harmoniousness degree between three systems of Anshan from 1979 to 2003. Finally, it proposes some suggestions about improvement of harmoniousness degree.
