摘　　要：针对少数民族语言文字权立法保护存在的问题,应根据特殊保护原则,坚持和完善双语制原则,制定《少数民族语言文字法》,具体规定立法目的、权利义务、濒危语言文字拯救和保护、侵权责任等问题。In view of the problem in legislative protection for the minority nationality＇s spoken and written language right, according to special protection, insisting and improving bilingualism principle, the Minority Nationality＇s Spoken and Written Language Law should be made to regularize some concrete problems such as legislative purpose, the rights and duties, saving and protecting the spoken and written language in imminent danger and tort liability, etc.
