摘  要:人力资本投资是影响一个区域经济崛起,乃至宏观经济增长与国家自主创新能力的关键因素。不同区域的人力资本竞争力状况不同,在一定程度上也影响不同地区经济发展的速度和模式。由于人力资本在计量上存在一定困难,导致相关的实证研究受到制约。根据经典人力资本理论和区域人力资本理论,可以构造出一个区域人力资本竞争力指标体系。对京津冀、长三角、珠三角比较研究发现,近十年来长江三角洲地区人力资本提升幅度最快,其次是京津冀地区,再次是珠江三角洲地区。而从目前静态存量的横向对比结果看,京津冀地区的人力资本竞争力在三个区域中,综合优势最明显,显示出经济快速发展的后劲与潜力。三个区域应根据各自的优势与劣势采取相应的人力资本投资战略,以实现区域经济的持续与协调发展。Human capital investment has a great impact on regional economic development, as well as macro-economic growth and national capacity of innovation. As for measurement of human capital there are certain difficulties in empirical research related constraints. In this paper we have explored classical theories of human capital and human capital structure of regional competitiveness index system. According to comparative study we find that over the past 10 years the Yangtze River delta has shown the fastest rate of increase in human capital, followed by Beijing-Tianjin-Hebei region, then Pearl River delta. Beijing-Tianjin-Hebei region has the greatest human capital competitiveness in the three regions whose comprehensive advantages are obvious, which show the potential for rapid economic development. Three regions should make full use of their respective advantages and take the appropriate investment steps in human capital strategies to achieve the region's sustained economic development.
