中国金融业对外开放新形势的综合判断与分析

摘　　要：为对我国金融业对外开放的新形势进行准确判断,首先从政策法规角度对金融对外开放进行了测度,在此基础上对金融对外开放进行了等级划分,给出了金融对外开放协调性的判断方法.借助于上述方法,对我国金融对外开放的新形势进行了综合判断与分析.研究结果表明:我国当前的金融业是中度开放的;相对而言,我国金融对外开放承诺水平大于中度开放国家或地区的平均水平,而金融对外开放实现水平却远低于中度开放国家或地区的平均水平,但与一些有代表性的高度开放国家或地区相比,我国当前的金融对外开放承诺水平和实现水平仍有很大的提升空间;从自身来看,我国金融对外开放的承诺水平和实现水平均在逐步提高,但与承诺水平相比,实现水平相对较低;并且,在加入WTO过渡期结束前后,我国金融业国内发展与对外开放的协调性在逐渐改善,但仍表现为国内发展的相对不足.因此,尽快完善我国金融业国内发展的软硬件环境,提高金融对外开放的实现水平,促进金融业国内和对外开放的协调发展,是我国稳健进行对外开放的当务之急.For an accurate estimation of new position of financial opening-up in China, the financial opening-up was estimated based upon laws and policies and graded with the estimation. A judging method of coordination of the financial opening-up was developed. With this method, new position of the financial opening-up in China was analyzed and results showed that current finance in China is medium opening. Compared to the average opening degree in medium opening countries or zones, the financial opening-up in China was higher in commitments but quite lower in actual practices. The financial opening-up in China had vast potential, when compared to some typical high opening cotmtries or zones, in hoth commitments and actual practices. Actually, the financial opening-up in China was improving but lacked a balance between commitments and actual practices, obviously the latter lower than the former. On the other hand, during the period of pre- and post-entry of WIO, the coordination between domestic development and opening-up of financial industry, was improving but domestic development still lagged behind the opening-up. Therefore, it is urgent to better the software and hardware environments for domestic development of finance, to and to increase coordinately domestic development and openingup of finance.
