试论小城镇公民的政治规范意识之现状及其完善对策——以孝感六镇的个案调查为例

摘　　要：政治规范意识,是指人们在政治生活中维护其权利,表达、争取或实现其利益时所形成的规约意识和程序意识。从我国小城镇政治生活的现状来看,一些公民的权利义务观念淡薄,公民身份意识不强,因而呈现出忽视政治规范的倾向。为此,要加强公民教育,增强公民意识,同时还必须完善基层行政干部形象,提高基层政治组织的运行效率,堵塞非规范性政治参与漏洞,畅通制度性政治参与渠道。Political consciousness of normality is the citizens＇ awareness of self - control according to norms and procedure formed in the protection of their rights, expression, achievement, and realization of their benefits. Observed from the present situation, some citizens＇ conception of fight and duty is dim, their aware- ness of citizenship is not strong enough, some citizens have a tendency towards overlooking the political norms. On account of this, the author thinks it necessary to reinforce the education of the citizens, enhancing their awareness of citizenship, to perfect the images of the carders, and to highten the working speed of the political organizations at the basic level, in the meantime, it＇ s also necessary to block the way to non -normative political participation, smoothening the way to normative participation.
