摘　　要：政府在弱势群体社会支持和社会保护网络中处于核心地位,肩负着义不容辞的责任。政府不仅有维护弱势群体利益、保证人人共享的基本责任和本质义务,而且是推动维护弱势群体利益、保证人人共享工作落实的责任主体。抓紧抓好构建政府的行政责任体系,是进一步推动维护弱势群体利益、保证人人共享工作落实的关键环节,应该引起各级政府的高度重视。The government plays a central and indispensable role in safeguarding social vulnerable groups. It is the duty of government to protecting the social vulnerable groups and garantee society for all to share, and the government is the subject to promote it. Therefore, the construction of the administrative responsibility system, an inevitable requirement of government of laws, is the key to further promotion of safeguarding vulnerable groups and guarantee for all to share, which needs the great attention by the government at all levels.
