摘　　要：最近20多年来,世界范围兴起了信息公开立法的热潮,这其中既有政治的原因和国际社会力量的推动,市民社会更起到了关键的作用。在现有的立法中,从范围、例外,到执行、获取的便利性,都存在较大的差异,而且信息公开法在实施中遇到了各种挑战。面对信息公开立法的全球化趋势,我们只有从观念、立法和实施等方面积极应对和探索,才能促进和提高我国的政治文明和经济文明水平。There has been a global explosion of freedom of information （FOI） laws in the last two decades for political, international reasons and the driving force of civil society. Current FOI laws are greatly different in scope, exceptions, enforcement and ease of access. FOI laws have encountered many challenges. Facing the globalization of FOI laws, Researches have to be conducted in people＇s mentality, legislation and enforcement so as to promote the political and economical civilizations of China.
