摘　　要：《行政许可法》的实施在推进依法行政、依法治国进程的同时,也由于其立法中的某些缺失和执法中存在的一些问题而影响了其正效应的发挥。分析和解决这些问题,使《行政许可法》走出实施的困境,对于充分实现其立法宗旨是很有必要的。Implementation of ＂Administrative License Law＂ promotes administrating according to law and running state affairs according to law. At the same time, it affects the exertion of its positive effect due to some imperfectness in its lawmaking and some problems existing during executing the law. It is very necessary for sufficient realization of its lawmaking tenet to analyze and solve these problems, and make ＂Administrative License Law＂ to cast off the puzzledom.
