摘　　要：人类进入后工业化发展时代,越发重视发展的质量,随着自然生态环境问题的日渐昭示,世人对确保生态安全、建设生态文明社会的呼声也愈来愈高。为了求得人与自然的和谐相处,提出了可持续发展的理论和科学发展观,构建生态型政府、发展循环经济被视为是落实科学发展观和经济可持续发展的必由之路。生态型政府在推动和促进循环经济加快发展的过程中发挥着重要作用。Entering the post- industrialization time, human beings pay more attention to the quality of development when. The voice of building eco - friendly civilized society is becoming higher with the deterioration of environment problems. The sustainable development theory and scientific view on development are put forward to achieve harmony between man and nature. Building eco -friendly government and developing recycling economy is looked upon as the only way to promote economic development. Eco -friendly government plays an important role during the development of the recycling economy.
