摘　　要：文章利用委托代理理论系统分析了政策选择性执行的表现与内在原因,提出通过建立绩效激励和监督机制等理路来实现政策目标回归的帕累托改进路径。This article researches for the internal mechanism and phenomena of selective implements of policies through the principal-agent, put forward Pareto improvement paths to realize regression of policy targets by establishing mechanism of achievements drive and surveillance
