摘　　要：通过对信息资源管理研究制度转向的基本原因、制度转向的含义分析,阐述制度转向需要认真思考并研究解决的若干问题,即IRM制度的结构与功能、IRM的产权制度、IRM的制度变迁、交易成本理论对IRM机构的影响以及IRM的制度绩效等;同时指出信息资源管理的制度转向是当前该领域的发展路径。Based on analyzing the basic causes, meanings and research topics of the neo-institution of the information resource management research ,the authors analyze the problems needed to be considered seriously, namely the structure and function of IRM system, property system of IRM, institution evolution of IRM, the effects of theories of transaction costs on IRM institutions, and IRM institutional performance. Finally, the authors point out that neo-institution of information resource management is the development direction in this area.
