摘　　要：现代社会的变迁,存在着理性构建和自发演进两种范式。而在理性构建的范式中,执政党的价值理念与社会核心价值体系直接相关,在此基础上形成的社会规范和行为共识,成为和谐社会必要的制度和文化基础,本文探讨了从执政价值理念向社会规范和共识,再到和谐社会建设等过程逐层推演的问题。The changes of modem society follow two paradigms： rational construction and spontaneous evolution. In the paradigm of rational construction, the governing party＇s value proposition and social core value system have direct correlation, and the social norms and behavior consensus become the foundations of the harmonious society. This paper discusses the problems from governing value proposition to social norms and consensus and to the construction of harmonious society.
