摘　　要：国家科技力量强大地区的区域创新体系建设,应充分利用区域创新体系与国家创新体系的内在关联性、国家科技资源布局的区域"根植性"、技术能力的非流动性和技术知识溢出的"空间局限性"等有利条件,借助近年来区域经济快速发展、区域科技投入加大和国家科技部门条块逐步被打破的良好基础,通过强化体制制度创新、实施区域重大科技创新工程、建立用户主导紧密型产学研合作创新机制等途径,整合优化区域内国家科技资源,实现国家创新体系的区域化,推动区域创新体系的建设和形成。technology, In order to construct the regional innovation system （RIS） in the regions with strong national science and we should fully use the advantages such as the intrinsic relationship between the regional innovation system and the national innovation system, the ＂rooted in＂ property of the national resources＂ layout, the non-fluidity of technical ability and the ＂spatial limitation＂ of technical knowledge overflowing. Moreover, with the aid of good foundations, which include the fast development of regional economy in recent years, the enlarged investment in regional science and technology and the gradual integration in national science and technology departments, through strengthening system innovation, carrying out the region significant science and technology innovation projects and establishing the innovation mechanism conducted by users and closely tutes, we combine and optimize the national technological cooperated among industries, universities and research instiresource in the region, achieve the national innovation system regionalizing, impel the construction and the formation of regional innovation system.
