摘　　要：西部地区旅游开发会对西部的经济文化发展产生巨大影响,同时又是一个涉及人文生态环境保护的较为复杂的问题。西部旅游开发与人文生态环境保护之间的矛盾必须依靠法律手段来解决,完善西部旅游开发与人文生态环境保护的法律体系是必然选择。The development of tourist industry of West China would have a great impact on the development of the economy and culture, it is also a complicated issue of the protection of the humanities ecological environment. The contradition of development of tourist industry and the protection of the humanities ecologica environment must be resolved accoding to the law, therefore, the perfection of the legal system for the development of tourist industry and the protection of the humanities ecologica environment is a must.
