摘　　要：农民土地银行是沙皇俄国成立的国有抵押贷款机构,隶属财政部管辖,其活动接受政府的监督。政府规定贷款的发放原则、抵押土地的价格评估、拍卖程序以及划分银行的业务范围等。Peasant Land Bank was a state- own mortgage institution set up by Czarist Russia, affiliated to the ministry of finance, and its activities were supervised by government. Russian government stipulated the principle of granting credits, the price evaluation for mortgaging land, auction procedure and division of bank business scope, etc.
