摘　　要：根据STCW78/95公约的规定,主管机关应定期评价船员适任评估的质量。通过研究确定评价船员适任评估规范性的指标体系,将开展适任评估的海事机构置于由评估员、评估设备、环境、管理组成的船员适任评估系统中,运用了模糊数学中的多级综合评判方法,建立了评定船员适任评估规范性的模糊综合评判模型并论证。模型为主管机关对海事管理机构的授权、管理和海事管理机构的自我整改提供科学的依据。According to the regulation required by STCW78/95, maritime administration should make assessment for standardization of seaman competency periodically. The paper, according to the characteristics of competency assessment carried out by maritime safety administration, defines the index system of seaman com- petency assessment and establishes the fuzzy comprehensive assessment model for standardization of seaman competency assessment using fuzzy mathematics. The model provides scientific prove for the authorization, management and self-improvement of maritime safety administration.
