摘　　要：在产业集聚的形成过程中企业家是一个非常重要的要素,企业家是创业活动的主要策动者。产业集聚作为复杂的适应性系统,它的外部资源随着时间而不断发展起来。企业家适应建设性危机并抓住新机会,创造新的生产要素和有利于他们利益的条件,反过来,有助于外部资源的发展。因此,探讨影响企业家创业决策的初始条件,并且考察外部要素如何影响高技术产业集聚的形成和选址等问题具有主要的意义。In the formation of the industrial cluster,the entrepreneurs have become a very important factor for they are the main principal to instigate the business activities.Industrial cluster is a complex adaptive system and its external resources continue to develop with the time passing.The entrepreneurs adjust themselves to the constructive crises and seize the new opportunities to create the new production factors and advantages conducive to the interests of themselves,which,in turn,is contribute to the development of the external resources.This article explores the starting conditions influencing the entrepreneurs' initial decision-making,and studies how external factors influence the formation and location of the high-tech industrial cluster.
