从管理型政府到服务型政府看消防管理职能的转变

摘　　要：近年来我国在政治、经济、社会乃至文化层面都发生了翻天覆地的变化,公共需求日益多样,对政府改革提出了新的挑战。消防职能作为政府公共管理职能的一部分,必须满足"小政府,大社会"的要求,完成由管理型向服务型的转变。将消防职能转变放在当前社会转型的背景下思考,为社会公众提供更加方便快捷的服务,合理有效地使用消防警力是当前消防建设工作的一项重大课题。Recently, earth-shaking changes have taken place in the political, economic, social and cultural dimensions in China. The increasingly diverse public demand for government reform has brought new challenges. As a government part of the functions of public administration, the fire security administer should meet the requirement of ＂the little government and the large society＂, transfer the mode from administer to public service. The writer tries to analyze the theory of the fire security service, the signification of public service and the way of transformation on the basis of social transformation.
