循环经济制度演化形成的动因分析

摘　　要：循环经济制度的演化形成是循环经济发展的关键条件。循环经济制度的确立不仅是一个制度的外生问题,还是一个内生的动态演化过程。循环经济制度的演化是循环经济的制度性服务需求增加引起的,而这种需求的增加又是因为生态环境资源的稀缺性程度急剧提高促使人们观念和效用偏好发生变迁后的必然结果。因此,在循环经济制度的演化形成过程中,生态环境要素稀缺性是循环经济制度演化形成的强制力量,人类观念的演化变迁是循环经济制度演化的思想基础,生态效用偏好为循环经济制度的演化提供了市场激励。The evolution and formation of circular economy institution is a key term for the development of circular economy. The variance of circular economy institution is not only an extrinsic issue, but also a process of intrinsic dynamic evolution. The evolution is brought about by the increasing need for the services of circular economy due to the scarcity of ecological environment, and the changes of people＇s values and preferences. The scarcity of ecological environment is a compulsory force, the evolution of human＇s view is the ideological basis, and people＇s preferences have provided market incentives for the evolution of circular economy institution.
