摘　　要：“创新是一个民族进步的灵魂”。因此，将农村制度创新作为“第一要务”，从农村土地制度、公共财政制度、农村金融制度、农业科技制度、村民自治制度、农村教育制度、户籍制度、社会保障制度等方面积极推进创新，加大创新力度，为武陵山区农村实现经济又好又快发展，进而实现全面小康、构建和谐武陵提供根本的制度保障，是武陵山区各级政府的当务之急。＂ Innoration is the spirit of the progress of a nation ＂. Therefore, institutional innovation looks on rural area as ＂ the first urgent business ＂ , invoving rural area land system , public property system , agricultural finance system , agricultural science and technology system , the system of self - governing of villagers , rural education system , census register system , the social security system, etc. Wu ling mountainous rural area should realizes the substantial economic development by building the all - round well - off society by providing the instutional guarantee for the governmnet at all levels.
