摘　　要：目的为我国中西部地区乃至全国范围内的基本医疗保健制度的建立提供经验和政策建议。方法采用了快速政策研究方法、文献分析法、结构式访谈和现场考察等定性方法;在课题组内部开展了"头脑风暴法"的专家讨论会。结果与结论就农村卫生投入政策、发展新型农村合作医疗制度、城乡居民基本卫生保健服务体系建设、农村卫生人力政策和农村公共卫生服务均等化五个方面总结了现有经验并提出了政策建议。Objectives Providing experience and policy suggestion on the establishment of basic health care system in the Middle and West part of China, which will also be benefit for elsewhere in China. Method Using rapid policy research approaches, including some qualitative methods, literature review, structured focus group discussion and field study. The brainstorming meetings were held within internal research group experts. Results and Conclusions The paper summarizes the present experience and gives policy recommendation in the following five topics, e.g., rural health financial policy, developing new-type rural cooperative medical system policy, building up basic health care service system in rural and urban areas, human resource policy in rural health and equality of public health services in North-West rural areas.
