摘 要:发展中国家自建住区的更新经验对我国旧城更新具有重要的启示性意义:自建住区并不意味着住区的无组织,相反,自建住房可以作为正规房屋建造体系的必要补充,其具有自我组织性和可持续性,不适宜采用大规模清除的做法;确保土地和住房使用期的稳定对于促进居民的自助式更新至关重要,这是确保居民的政治、市场参与权,并通过这些参与权逐渐达到将自建住房合法化的前提条件;可通过提高社区组织的自我管理、组织能力来帮助居民参与住区更新。The practice of restoring historic cities or districts in China can be enhanced with the lessons leamed from the renovation of unplanned settlements in developing countries. Unplanned spontaneous settlement is not always disorganized and unordered, it provides balance between formal and informal development. Unplanned settlements are selforganizing, sustainable, and should not just simply be tom down. It is critical to legalize the rights of these property owners to restore their own homes. Guaranteeing political and economic participation can provide the right preconditions for the legalization of unplanned settlements. Communities should improve their management and organization in order to help residents become able to restore their old homes.
