摘　　要：推进党代表大会常任制应该实现党代会年会制,实行党代表任期制,妥善处理好"内三会",以彰显其最高权力地位,突出党员主体地位,完善党内权力架构,并充分落实保障措施,提高常任制的运行效力。Advances the party congress permanent system to be supposed to realize the party congress annual meeting system, implements the party representative tenure in office system and properly processes “in three meetings”. Manifests the highest authority status, prominent party member main body status, consummation inner-party authority overhead construction. The full realization safeguard measure, enhances the permanent system movement potency.
