西部特色经济与优势产业发展保障体系的构建

摘　　要：发挥比较优势,发展特色经济优势产业是西部地区实现跨越式发展的重要途径。但是,西部发展特色经济与优势产业却受到信息、技术、人才和资金等方面因素的制约。推动西部地区特色经济和优势产业需要构建起一套有效的保障体系,优化经济发展的外部环境。具体而言,这个保障体系的核心部分包括信息服务体系、人力资本开发体系、科技创新体系和金融服务体系等。Developing the preponderant industry to bring the comparative advantages is the important way that the western area was got the leap frog development. But, the development of the characteristic economy and the superiority industry actually are restricted by the fund, talented person, technology and information. The impetus of western area characteristic economy and the superiority industry is to construct a set of effective safeguard system, the optimized external environment. Specifically speaking, it consists of information service system, human capital development system, scientific innovation system, financial service system, and so on.
